Animal shelter volunteers are expected to appear at a West Valley City Council meeting Tuesday evening to make the case for using lethal injections instead.  Andrea had not been adopted for 30 days when shelter officials tried to put her to death in October. She survived, so they gassed her again.  Shelter officials presumed she was dead when they put her in a plastic bag in a cooler. She was later found alive.
